Final Environmental Impact Report for Revisions to the Kern County Zoning Ordinance – 2015 C, focused on Oil and Gas Local Permitting

This project was approved on November 9, 2015 and became effective on
December 9, 2015.

The Project Boundary (Local Permitting Boundary Area) encompasses 3,110 square miles and generally includes the San Joaquin Valley Floor portion of Kern County up to an elevation of 2,000 feet. The boundary includes: west side-the San Luis Obispo County line, north side- the Kings and Tulare county lines, east and south sides-the 2,000-foot elevation contours, squared off to the nearest section line.

The Kern County Planning and Natural resources Department has prepared an Environmental Impact Report (EIR) for the above project. The document and documents referenced in the Draft EIR, Final EIR, and RTC are available for review at the Planning and Community Development Department, 2700 "M" Street, Suite 100, Bakersfield, CA 93301 or an electronic copy of these documents can be accessed here:
The Data Basin website is available to display biological resource information along with other special data within the Project Area. The Data Basin website is a science-based mapping and analysis platform that supports learning, research, and sustainable environmental stewardship.

Background Information


The proposed project consists of an amendment to Title 19 Kern County Zoning Ordinance (July 2012), focused on Chapter 19.98 (Oil and Gas Production), to include new site development standards for all oil and gas exploration, extraction, operations, and production activities in unincorporated Kern County. The applicants, WSPA, CIPA and IOPA, submitted a request to the Board of Supervisors, in a public hearing on January 22, 2013. The Board directed Staff to proceed with the processing of the requested Zoning Ordinance Amendment, including the development and public circulation of an Environmental Impact Report (EIR).

The first step in this process was to develop and circulate a Notice of Preparation (NOP). The NOP has been mailed out and the circulation period began on August 30, 2013. The NOP is available at the following link:
