The County has received an application to amend the Kern County Zoning Ordinance (Title 19), focusing on Chapter 19.98 (Oil & Gas Production) from California Independent Petroleum Association (CIPA), the Independent Oil Producers Association (IOPA), and the Western States Petroleum Association (WSPA). A RFP was mailed out on March 29, 2013 to a list of Environmental Consultants to be selected to assist in the Environmental Impact Report Process. Ecology & Environment was selected and awarded a contract on June, 04, 2013.
The Project Boundary (Local Permitting Boundary Area) encompasses 3,110 square miles and generally includes the San Joaquin Valley Floor portion of Kern County up to an elevation of 2,000 feet. The boundary includes: west side-the San Luis Obispo County line, north side- the Kings and Tulare county lines, east and south sides-the 2,000-foot elevation contours, squared off to the nearest section line.
The Kern County Planning and Community Development Department has prepared an Environmental Impact Report (EIR) for the above project. As mandated by State law, the minimum public review period for this document is 45 days. The Data Basin website is available to display biological resource information along with other special data within the Project Area. The Data Basin website is a science-based mapping and analysis platform that supports learning, research, and sustainable environmental stewardship.
A public hearing has been scheduled with the Kern County Planning Commission to receive comments on the document on: October 5, 2015 at 5:00 p.m. or soon thereafter, Chambers of the Board of Supervisors, First Floor, Kern County Administrative Center, 1115 Truxtun Avenue, Bakersfield, California.
The proposed project consists of an amendment to Title 19 Kern County Zoning Ordinance (July 2012), focused on Chapter 19.98 (Oil and Gas Production), to include new site development standards for all oil and gas exploration, extraction, operations, and production activities in unincorporated Kern County. The applicants, WSPA, CIPA and IOPA, submitted a request to the Board of Supervisors, in a public hearing on January 22, 2013. The Board directed Staff to proceed with the processing of the requested Zoning Ordinance Amendment, including the development and public circulation of an Environmental Impact Report (EIR).
The first step in this process was to develop and circulate a Notice of Preparation (NOP). The NOP has been mailed out and the circulation period began on August 30, 2013. The NOP is available at the following link:
